IRIS Europe II Project Organisation
Within the IRIS Europe II project several coordination instruments are used in order to guarantee a stable and sustainable exchange of information process on country and partner level. These instruments differ between countries and partners involved and consider strategic and operative working activities.
European Commission / DG-TREN
The European Commission Project Officer is the European Commission delegate and represents the interface between the EC and the IRIS Europe II consortium.
European Commission / TEN-T Executive Agency (TEN-T EA)
According to its status, the TEN-T Executive Agency supports the EC in the management of TEN-T projects. The TEN-T EA Project Officer reports every decision from EC such as deadlines, guidelines and recommendations to the project management team. The officer monitors the project progress and approves all the reports delivered by the project consortium.
RIS Committee
The RIS committee consists of the EC and EU Member States representatives responsible for RIS Implementation. If desired by the EC, the Project Management Team will be invited to all RIS Committee Meetings to report the results of IRIS Europe II.
Steering Committee (SCOM)
The Steering Committee Meeting takes place twice a year where major management decisions are taken with relation to IRIS Europe II.
Project Management Team (PMT)
The project management team deals with the follow up of the timetable, milestones and budget constraints. It notifies the regional and national coordinators in case of a deviation from the plan. Furthermore the project management team is involved in any major decisions (technical, economical, organisational) to be made within the project.
Coordinator of the Action
The role of the coordinator is defined in the IRIS Europe II EC Decision Article 1.4.2. The coordinator is the intermediary for all communication between the Beneficiaries and the Commission. The coordinator supplies all documents and information required under the Decision to the Commission, except the final payment requests. The coordinator also established a financial overview based on the information by the beneficiaries. A representative of the coordinator is a permanent member of the Project Management Team.
Activity leaders
For each sub-activity a leader is nominated. Basically they are the coordinators for the execution of the tasks of the related sub-activity in international cooperation. The sub-activity leaders have the following tasks:
- Coordinate the tasks to be executed within the sub-activity among the contributing countries (partners)
- Monitor the progress of the assigned sub-activity
- Report the status and next steps to the Project Management Team and the Project Coordinator
- Participate in Project Management Team Meetings (on invitation by the PMT)
- Organise relevant meetings (create agenda, meeting minutes, etc.)
Furthermore, depending on the nature of the sub-activity, the sub-activity leader has additional tasks:
- Elaborate and/or coordinate the elaboration of documents (concepts, reports, test plans, etc.) if applicable
- Coordinate the implementation and testing of relevant systems and services if applicable
The sub-activity leader is not responsible for the execution of the tasks and the results of other countries involved within the sub-activity.
National Project Coordinators
The national project coordinators are subordinated to the project management team of IRIS Europe II. They are responsible for monitoring the progress and setting necessary actions within IRIS Europe II in their countries. In general terms the national project coordinators are the representatives of the organisations in charge of executing the work.
The Coordination Meeting is the platform where the national project coordinators report about the progress of the national project activities in IRIS Europe II.
Project Partners
The official project partners are co-financed by the TEN-T programme. They subordinated to the national coordinators and the project management team. The project partners are responsible for the execution of the defined activities within IRIS Europe II.
Cooperation Partners
The cooperation partners are not co-financed by TEN-T. Nevertheless they contribute to specific activities within IRIS Europe II mainly on technical level.
Task Force Chairpersons
They are technical coordinators for the task forces within IRIS Europe II. Task Force chairpersons are invited to meetings of the Project Management Team on demand.
Task Forces
Task forces are set up for major international activities to ensure appropriate international coordination and cooperation on technical, legal but also organisational level.
RIS Expert Groups
The relevant RIS Expert Groups are informed about the progress, results and findings of relevant activities within the project by the Members of the Project Management Team. Furthermore the Expert Groups are addressed with open issues regarding their field of expertise. It is in the responsibility of each IRIS Europe II Beneficiary to ensure participation of national experts at the meetings of the RIS Expert Groups and to contribute with national experiences to the work of
