Activity 3: Pilot implementation Technical and Administrative Agreement
Countries involved: AT, BE, BG, CZ, FR, HU, NL, RO, SK
The participating member states of IRIS Europe agreed that a multilateral legal agreement among the member states is recommended as basis for the international data exchange. This so-called “Technical and Administrative Agreement for international data exchange with regard to River Information Services”, in short TAA, will supplement in the future the EU RIS Directive 2005/44/EC especially with relation to the exchange of vessel data and traffic information.
The specific objectives within activity 3 are:
- SuAc 3.1.1: Advanced services for international data exchange based upon the TAA Standardisation
Definition and pilot implementation of functional and geographical extension of the international RIS data exchange. (SuAc leader: Mario Kaufmann, via donau, Austria, mario.kaufmann(at)via-donau.org)
- SuAc 3.1.2: Advanced services resulting for maritime navigation, in particular seaports based upon the TAA
Integration of authorities as well as selected maritime and inland ports into the international RIS data exchange. Special emphasis will be placed on the investigation of Directives applicable for maritime navigation and that the advanced services do not contradict with these provisions (e.g. Monitoring Directive). - SuAc 3.2: Interconnection with European Services
Pilot implementation of interconnection with European Hull database, European reference data management system and the European position server. Clear working agreements will be made with the PLATINA project. - SuAc 3.3: Legal provisions for international RIS data exchange
Maintenance of the legal provisions of the Technical and Administrative Agreement (TAA). (SuAc leader: Andreas Bäck, via donau, Austria andreas.baeck(at)via-donau.org)
- SuAc 3.4: Functional and technical provisions for the international RIS data exchange
Maintenance of the functional and technical provisions of the TAA including Quality of Information Service. (SuAc leader: Mario Kaufmann, via donau, Austria, mario.kaufmann(at)via-donau.org)
